Core delay is increased after doing certain actions, like for instance, last year an archons core delay went up after building a unit. If your core delay is greater than 0, it will not allow you to move or do anything. It goes down fairly quickly. To check if your robot has a core delay (fyi, i cant seem to get the eclipse version for this, so it could've changed and I wouldn't know. This is what last years code had) use rc.isCoreReady() in an if statement. It will return true if there is no core delay, and false if it has a core delay.
